According to a report authored by Dr. Harry Levine,
1) young blacks use marijuana at lower rates than young whites,
2) in every one of the 25 largest counties in California, blacks are arrested for marijuana possession at double, triple or even quadruple the rate of whites,
3) these misdemeanor marijuana possession arrests create criminal "drug arrest" records with serious consequences for the young people targeted.
